Can someone direct me to where in the documentation we can find how consumption may be calculated for global storage?

EDIT: After receiving some responses, it seems I was unclear in my initial inquiry. I am looking to determine our rate of consumption of storage; however, I am having some difficulty in doing that.
I have a server with public web application with Unauthenticated access and there seems to be a problem that CSP session ends, but associated license persists for some time (hours). If several users log in, we can hit license limit and all the other users get 503 Service unavailable error.
We are currently debugging it and moving to authenticated web applications, but is there a way to free these licenses quickly?
I have a Web Service, and I need that only a specific user can consume the web service. Also, I need that this user can ONLY consume the Web Service and nothing more (no access to management portal).
We have recently upgraded the cache (5.x) to cache 2016. All are working perfectly. But i am struggling in Telnet.

when i connect to telnet it automatically gets the username(for example when we give the system ip addr(148.168.2.50), the ip address is taken as username) and directly goto the Password field in Telnet on old cache (5.x).
Now my problem is,
I can't get the same from my new upgrade instance 2016. When i connect to telnet it directly goes to username field but not to password field.
We are accessing the InterSystems`s cache database via UNIX ODBC and displaying the data in PHP website . Recently we have upgraded the PHP version to 5.6. We are getting the nondisplayable characters (�) for only strings. But the numbers and date fields are displaying correctly.
While querying the database via ISQL everything working fine (No Special characters).
I have looked around the internet and found the PHP 5.6 changed the default character to UTF-8.
For this issue anything, we can do from cache side.
I have an amazing tool called 7edit for editing and sending HL7 v2 messages. I've searched hours for a similar tool for HL7v3 without luck. They're all web based, crappy, broken links, etc.
As per the documentation of QueueCountAlert: Number of messages on this item's queue needed to trigger an Alert message to be sent. Note that no further alerts will be sent unless the number of messages on the queue drops below 80% of this number and then rises again to this number. Note that this alert will be sent even if AlertOnError is False. Zero means no alerts of this type will be sent.
Now, the question is, If QueueCountAlert is set to 10, and the queue size become 11 we will be getting email once.
I'm trying to schedule a task hourly. It's currently set to execute "Daily" but run every 60 minutes. It's only running daily. Do I need to change the "Daily" to OnDemand in order to get it to run hourly?
How can we make sure that the Cache userid passwords are encrypted on storage? We want to make sure that the Cache passwords cannot be decrypted - how can we ensure that?
We are Using Ensemble 2014, Windows Server 2012 64 bit operating System.
We need to sense whether Htpps is alive or not.
In Cache we tried %HttpsRequest Library we set https property and port=443. But it doesn't work.

Hi All,Cache is not starting ,I checked the cconsole log it is showing the below error.

We had a major problem recently where a participant was sending unexpected data. It was not enough to throw an error or warning in the actual trace, but when examining the message in the viewer it did show the following:
Build Map Status = 'ERROR <EnsEDI>ErrMapSegUnrecog: Unrecognized Segment 4:'CON' found after segment 3 (CON)'
How can I query for these or be notified of them? This caused major ramifications but we did not notice it. I have Managed Services investigating but I want to cover all my bases.
Our Cache server(version 5.0.15) has recently crashed. We are in the process of recovery. We had replaced the server's hard disk and trying to install the cache(5.0.15) But getting the following error. Any body show some light on the issue.
I am trying to install Caché 2016 on a Debian Jessie machine; so I downloaded the latest release from WRC, OS RHEL x86_64, in tarball format.
I untarred it, then launched cinstall; unfortunately a library was missing. I then elected to kill all the processes (which wasn't easy), remove the two users created, and start again.
I followed the Documentation instructions to install Caché on my Linux box and it seems to be running fine except when I try to modify the configuration. I keep getting errors that a previous cache.cpf file (e.g., cache.cpf_8503) cannot be opened. Is my Linux "user who owns instance" account deficient in Linux permissions?
