I'm not sure if this will solve your problem, but you can find JDBC drivers in the installation folder:
Installation folder > dev > java > lib > 1.8
You'll find the file intersystems-jdbc-3.6.1.jar. I believe you can use this to connect to Power BI, if necessary.

I would try to install the Caché client on these laptops, some machines at my old company had a similar problem and that solved the problem.
