I encountered the same error in v2025.3
Found out that %Service_Bindings was disabled. This service must be enabled to establish the connection.
under System Administrator -> Security -> Services.

You can try this from the terminal.
Do $System.OBJ.Export("YourProject.prj", "C:\\Exports\\YourProject.xml")Haha. But the problem with CSV files are that if there is a comma in the data, for example address field, then this will cause a lot of trouble and are irritating at times too. Re formatting then is a big headache. Sometimes price columns that are entered like 1,000 instead of 1000 also cause a lot of problem.

CSV is supposed to be comma delimited, if they want to give you a pipe delimited data, you could use a .txt file.
