this is doable in my latest version of HealthShare Unified Care Record and Clinical Viewer v 2024.2
In UCR, navigate to HealthShare -> HSREGISTRY -> Security Management -> Configure Navigation Application.
Click the System Settings tab, scroll all the way to bottom and check the Hide Language Selector checkbox, chose English as default language, then Save.
Now when you open any application in the Navigation Application, the Language Selector is not visible in any app header.
Note the language selector will be displayed in the Universal Login Application, but not in the Navigation Application.

If you check the latest Caché documentation here you can get a better understanding of the options for enabling application access to %CSP Pages - including SOAP Web Services. Also part of the Caché 2013.1 Release Notes if I am not mistaken...
Yes, apparently an enhancement to the Navigation Application in UCR 2024.2 per the release notes.
