The Ask AI functionality associated with the Developer Community appears to be operational. Despite earlier reports during maintenance periods indicating that it might be unavailable, there are current instances and comments suggesting functionality has been restored. @Yuriy Borokhov - I think there is some sort of an issue with cookies. I am seeing the same thing as you in my normal browser but when I log in via Incognito it works fine. Can you please try a Private browser session and see if you can get it to work? The team is still trying to get to the bottom of this.
